Wigan Council employs over 4,000 staff, not including schools. We are the ninth largest metropolitan authority in the country and the second largest in Greater Manchester, delivering over 700 services to around 323,000 residents. 

As one of the biggest employers in the borough we have focussed on our relationship with staff through an innovative range of engagement, reward and recognition initiatives.

We were crowned 'Council of the Year' in the prestigious LGC Awards 2019.

Leader of Wigan Council Councillor David Molyneux said: “Just to be shortlisted in such a prestigious category at these national awards is a great accolade for the council but to win is phenomenal.

This is an enormous achievement for us and is acknowledgement of all that has been achieved through The Deal."

The Deal

As an organisation we have a vision for Wigan borough to be a confident place with confident people. The Deal is our informal agreement with everyone who lives or works within the borough to work together to improve outcomes for our residents.

The Deal is about the services we offer and all residents of the borough. It is about beliefs and a culture change, with our staff being encouraged to display The Deal principles in everything they do. 

Induction

Our workforce strives to be the best they can and are committed to the BeWigan Behaviours. Upon commencing employment, all staff are invited to a welcome breakfast with the Chief Executive where they will learn about the priorities of the council and have an opportunity to ask any questions. Following this, all staff will attend a full programme of induction.

Listening into Action 

The Leader and Chief Executive of the council regularly hold events for staff to attend called Listening into Action sessions. It is an opportunity for staff to hear more about our priorities and ask any questions directly to The Leader and Chief Executive.

Our Staff Deal

Wigan Council employees are encouraged to sign up to our ‘Staff Deal’. This is an informal agreement with all staff which outlines what they can expect from us, and in return what we expect from them. It is a series of pledges on our part and their part. We aim to reward commitment and hard work if staff can be efficient, flexible and professional.

Digital Wigan

We use a range of new technology to support residents to be independent and in control, enabling them to access services and support digitally.

We are always looking for new ways of working with residents. Our digital strategy aims to empower people and communities to use digital services to improve their lives, make things easier and quicker, and to give them access to things they might not have been able to take advantage of before.

We also aim to support businesses to better exploit the digital age, promoting their services, creating new avenues of business and becoming better connected.

Greater Manchester Continuity Of Service Protocol

Wigan Council alongside many of Greater Manchester’s public sector organisations have signed up to a continuous service commitment.

This means employees can make the most of those benefits that are linked to their length of continuous service, such as annual leave entitlement, sick pay and maternity schemes.

Employee Volunteer Scheme

We encourage our employees to take part in our volunteering scheme by providing up to three days leave per year to give something back to our local communities.

Attendance Reward Scheme

Employees who are not absent from work due to sickness will be entered into a prize draw to win a monetary rewards. All employees who are not absent each year will be rewarded with an additional day’s annual leave.

BeWigan Staff Awards

Each year the council holds our annual staff recognition awards, which are now known as the BeWigan Staff Awards. The awards recognise and celebrate our employee’s commitment and hard work.

Our staff are given the opportunity to tell us about colleagues who go above and beyond to provide excellent service or who have exceeded expectations whilst demonstrating the council's BeWigan behaviours.

Salary Sacrifice and Salary Deduction Schemes

We have a number of salary sacrifice and salary deduction schemes to spread the cost of purchasing a good or service, some of which employees may make tax or national insurance savings on, or they can take advantage of discounted rates. Some of our schemes include, childcare vouchers, cycle to work scheme, health care cash plans and annual rail tickets.

Additional Leave

Employees have the opportunity to purchase up to ten days additional leave each year.

Payments are spread across the leave year and employees can make tax and national insurance savings on their contributions too.

Wellbeing Initiatives

We have a number of services available to support staff and care for their health and wellbeing, these include, discounted gym membership, fast track physiotherapy, free flu immunisation, paid time off to attend non-routine medical appointments and access to our employee assistance programme providing 24 hour support and counselling services.

Loyalty Reward Scheme

Employees who achieve key service milestones with the council will be rewarded; milestones recognised are 10, 20, 30, 40 & 50 years’ service.
