Salary: NJC H8 SCP 67 - 73 £71,211 - £77,366 pro rata

A decision has been taken to apply a Market Forces Supplement (MFS) of up to £10.5k pa to this role, which would be paid on top of the normal salary for the grade of this point.  In-line with our Policy, MFS are reviewed annually

These are exciting and challenging times in Public Health at Blackpool Council and we are seeking to appoint a Consultant in Public Health to join the Public Health team based in Blackpool.

You will hold a senior position within the team and the wider organisation, being part of the Public Health Senior Leadership Team reporting to the Director of Public Health. You will work in a team of three Public Health Consultants, providing leadership, management and oversight.

You will provide Public Health consultant support to Blackpool’s COVID-19 prevention and outbreak control plan along with response and recovery. This will be a challenging role with an expectation of fast paced delivery and an adaptable approach on the part of the successful applicants.


  • Will have responsibility for the management of COVID-19.
  • Contribute strategically to the development and maintenance of effective systems for the surveillance of COVID-19.
  • Proactively use COVID-19 surveillance outputs to inform and influence the local actions, policies and strategies.
  • Influence, and where appropriate, lead the development and implementation of a system wide response to COVID-19.
  • Employ highly effective communication, negotiation and influencing skills to enable stakeholder relationships to deliver objectives.
  • Deal with complex and conflicting subject matter problems.
  • Escalating any issues/pressures for resolution with the Director of Public Health.
  • To be a visible, positive leader and role model. Meeting and demonstrating high professional standards.
  • Be responsible for a portfolio of topics in addition to the current COVID-19 response
  • Ensure compliance with all confidentiality and governance requirements at all times.
  • Lead and contribute to proactive and responsive media issues.
  • Proactively contribute to wider organisational development.
  • Contribute strategically to the development of the Public Health team business continuity plans.
  • Be expected to take on the line management of staff.
  • The above is only an outline of the tasks, responsibilities and outcomes required of the role. You will carry out any other duties as may reasonably be required by your line manager.

 Applicants will need to be able to demonstrate:

  • A high level of technical skill and flexibility
  • Experience and skill in managing multiple and changing demands
  • The ability to work in a fast paced and unpredictable environment.

Applicants must be included in the GMC Specialist Register/GDC Specialist List/UK Public Health Register (UKPHR) for Public Health Specialists and meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body. Public health specialty registrar applicants who are not yet on the GMC Specialist Register/GDC Specialist List/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/GDC/UKPHR specialist registers.
